Pakistan Haveli O&M Project Organised a Counter-terrorism Emergency Evacuation Drill

To enhance the emergency response capabilities of the project in the face of terrorist attacks and to strengthen the anti-terrorism awareness of all staff, in accordance with relevant document requirements and the project’s annual security plan, on the afternoon of February 27, the Pakistan Haveli O&M Project, in collaboration with the owner's security head and three security forces, namely the stationed police (SPU), on-site ASKARI, and on-site ZIMS, organized a counter-terrorism emergency evacuation drill. All Chinese staff of the project participated in the drill.
Before the drill, the project organized all Chinese staff to collectively study relevant documents, including the notice issued by POWERCHINA and the parent company on “Further Strengthening Social Security Work in Pakistan Projects (Institutions)”. Subsequently, the HSE department head led everyone in studying the project’s security work plan, safety emergency plan, and emergency evacuation drill plan. This ensured that participants were clear about the drill steps, their roles, evacuation routes, and other specific requirements, thereby ensuring the smooth conduct of the drill.
This drill, set against the backdrop of a terrorist attack on the project, simulated emergency alertness, personnel evacuation, personnel withdrawal, and emergency first aid. At 15:30, a sharp alarm sounded, prompting immediate vigilance from all security personnel in the project. They responded swiftly and organized Chinese staff in different areas to evacuate along designated routes to the assembly point. Subsequently, each department promptly took a headcount, ensuring that no one was left behind. During the drill, participants performed their roles efficiently, cooperated closely, and successfully evacuated all personnel to a safe area by 15:45. The drill was deemed a complete success.
Through this emergency drill, the scientific and effective nature of the project’s emergency plan was tested, effectively enhancing the emergency response capabilities of the project in the face of unexpected events. In the next step, the project will continue to organize safety education and emergency drill activities, continually optimize and improve emergency response plans, further enhance the level of safety management, and ensure the safe and efficient operation of the project unit.
